La Commissione Europea sta istituendo un nuovo Centro europeo per la trasparenza algoritmica in base all’entrata in vigore della legge sui servizi digitali (DSA).
Il nuovo Centro europeo per la trasparenza algoritmica (ECAT) che si sta costituendo grazie all’operato della Commissione Europea assicurerà nuove norme fondamentali dell’UE per un ambiente online più sicuro e responsabile.
Tale iniziativa sosterrà l’applicazione delle nuove regole con competenze tecniche e scientifiche di alto livello.
L’ECAT avrà la sua sede principale presso il sito del JRC (Joint Research Center – Centro Comune di Ricerca) di Siviglia, con personale dislocato anche a Bruxelles e Ispra. Si prevede la sua piena operatività per il primo trimestre del 2023.
L’ECAT mira a diventare un centro catalizzatore per la ricerca internazionale nel settore, fungendo da hub di conoscenza per i ricercatori che analizzano i dati forniti nell’ambito del Digital Services Act (DSA).
Il DSA richiede una maggiore supervisione dei sistemi algoritmici utilizzati da piattaforme online e motori di ricerca molto grandi. Ciò include il modo in cui moderano i contenuti e propongono informazioni ai loro utenti. Il nuovo Centro aiuterà la Commissione a valutare se il funzionamento di tali algoritmi è in linea con gli obblighi di gestione del rischio ai sensi del DSA.
Per garantire che la Commissione sia dotata dei migliori talenti del settore, il CCR ha lanciato una campagna di reclutamento per esperti in scienza dei dati, progettazione algoritmica, auditing algoritmico e altri campi strettamente correlati.
Le candidature sono aperte fino al 9 gennaio 2023. Oltre alle assunzioni presso il JRC, la Commissione sta attualmente assumendo anche per il team DSA presso la direzione generale per le reti di comunicazione, i contenuti e la tecnologia (DG CONNECT).

The EU towards a new European Center for Algorithmic Transparency
The European Commission is setting up a new European Center for Algorithmic Transparency based on the entry into force of the Digital Services Act (DSA).
The new European Center for Algorithmic Transparency (ECAT) being set up thanks to the work of the European Commission will ensure new EU core rules for a safer and more responsible online environment.
This initiative will support the application of the new rules with high-level technical and scientific expertise.
ECAT will be headquartered at the JRC (Joint Research Center) site in Seville, with staff also based in Brussels and Ispra. It is expected to be fully operational in the first quarter of 2023.
ECAT aims to become a catalyst center for international research in the field, serving as a knowledge hub for researchers analyzing data provided under the Digital Services Act (DSA).
The DSA calls for more oversight of the algorithmic systems used by very large online platforms and search engines. This includes how they moderate content and deliver information to their users. The new Center will help the Commission assess whether the functioning of such algorithms is in line with the risk management obligations under the DSA.
To ensure that the Commission is equipped with the best talent in the industry, the JRC has launched a recruitment campaign for experts in data science, algorithmic design, algorithmic auditing and other closely related fields.
Applications are open until 9 January 2023. In addition to recruitments at the JRC, the Commission is currently also recruiting for the DSA team in the Directorate-General for Communications Networks, Content and Technology (DG CONNECT).
